That isn't the point..people are not better off with stray dogs on the street. Sick and rabid dogs were not a good thing to have running about. "Shelter" is certainly not the correct word for what they do there.

You are likely close to correct in that. However, as much as I hate to defend them, in their defense they do get rather jaded with all the uncaring people they are forced to deal with, or the results of those people. You know, the dogs and cats that get "dumped" and such.

They do as the law requires. They could do better, especially with the excess funds they are collecting for dog licenses. But you should know the law better. You need to know the law better.
The licensing fees, well, sorry but all of them were recommended by the State Veterinarian at the time at one of the meetings and we as a county are still not as high (for individual dogs) as some places.
What "state veterinarian" would that be? I have found none higher, I think only one equal. Please be kind enough to provide information as to what county might be higher. At the time this was recommended there was a "comparison" of neighboring counties that didn't even hit $30 presented with the recommendation to raise the license fee.
We also called animal controls in areas with the same size populous to get an idea of what license fees could go to. $5 and $10 is just ridiculous.
You will need to present those facts and figures, because the ones I have found do not support that, at all.
The plan was to fix the problem building (regardless of whether or not it had cats in it) and some adoption programs.
You don't care what the law says, either? "as it pertains to dogs"? So, there is reason to be concerned that money that is supposed to cover dog expenses is being used for other purposes.
I think it was 2005 that we were at a 70% kill rate for our shelter.
If the legislation says that low an amount for kennel fees then we need to talk to state government about fixing it as well.
I'm sure you will do that and maybe that will fix the whole state as well as the "Animal Control Advisory Committee" fixed Shiawassee County. But you really shouldn't worry so much about that. To "recover the lost revenue" Shiawassee County adopted an "annual kennel inspection", with fee. So they still get the same amount (or more) of money for a kennel.
I'm personally sick of people breeding dogs for money only to sock it to us rescues who are stuck fishing them out of shelters and homing them again because we feel bad for those dying in shelters.
I seriously doubt it is the breeders who are socking it to you. You are not stuck, that is your choice. It is the people who absolutely must have such and such a dog, then discover it is work to take care of them, then dump them (one way or another) such that they end up in a shelter.
Good breeders care about the genetics of what they are breeding, good breeders have puppies placed before even breeding, they do application processes and home visits to see WHERE their dogs will be living because they care about the pups, they also do not give full registration on the papers so that anyone can breed to anything and create all the damn mutts (mutts? you mean those sweet, little pugles, schnoodles, and such), they don't have papers anyway) that are taxing our overflowing shelter systems.
The breeders don't take them there.

No. Good breeders do not make money on their litters if they are doing it correctly, they are doing it for betterment of the breed-getting the genetic testing and shots and everything else that they should.
and you expect these "good breeders" to do all of this at a loss? Sorry, but everyone deserves to earn a living for their work.
As far as the shelter, I say close it and be done.
Tuscola County did that.check with them as to how that is working out.
Then our board can't con people into thinking that they might actually be supporting an animal control. Not a good idea.
Then the animals won't be sick and dying because they were exposed to a bad environment, the sheriff can spend more time doing whatever it is that he does.
I don't think the sheriff spends much time there. You want the animals sick and dying on the streets? Starving?
You all going to elect him to do it for 4 more years?

I'm sure Kay, that you probably take good care of your kennel, but the harsh reality is that many do not.
The real pity is that many do not take care of their pets when they have only one! Every year, just before license time, there is a lot of dogs dumped. Some of them live long enough to end up in the shelter (and be killed). Many do not.
I have seen it over and over and it never seems to end.
NO, it won't end, as long as well-intentioned people like you continue to blame breeders more than they blame dog owners. I know it is easier to blame one breeder than to blame 50-300 individual owners. The breeders don't sell puppies to animal shelters. There is only so much you can do to assure the pup goes to a good home.
So instead of people refusing to fix their animals and going from 6 to 18 to 25 and having nowhere for these pets, it should be cheaper to fix their pets and pay a much lower fee.

We really don't need uneducated dog owners littering everywhere, be they "backyard" breeders or any other kind. Too bad they don't have to take a test to get a dog license.
If I had my way anyone advertising litters in the paper would be checked for licenses and tags as well-and ticketed if they aren't licensed.
There isn't any reason why that can't be done. But it still isn't the people selling the dogs that are creating the problem. It is the people who buy them and then do not take care of their responsibilities. Some of them are very good at convincing a person how great they are and what a wonderful home they will provide.
Bottom line is that there is a pet overpopulation problem, tickets don't get written enough, the laws that we have aren't enforced, and the shelter is a piece of crap with a bad ventilation system.

I have to pay to pull and rehome the animals as well.
You are not required to do that.
